COMMUNIQUE FROM THE GOVERNMENT OF BURUNDI ON THE BURIAL CEREMONIES OF LATE HIS EXCELLENCY PIERRE NKURUNZIZA, FORMER PRESIDENT OF THE REPUBLIC OF BURUNDI   The Government of the Republic of Burundi informs all Burundians and the International Community that late His Excellency Pierre NKURUNZIZA, former President of the Republic of Burundi will be entombed this Friday June 26, 2020 in Gitega. This day will be a public holiday. II. The funeral ceremonies will be marked by the following moments:   The removal of corpse from the Hôpital du Cinquantenaire “Natwe Turashoboye” of Karusi. The transfer of the remains to the Gitega Stadium will be greeted by a farewell hedge from the populations of the neighborhoods along the Karusi-Gitega route. After the Military Tributes and a prayer, a convoy of honor and farewell around the Stadium will be followed by a moment of Meditation as the convoy passes by. These moments will be punctuated and accompanied by gospel music.   The transfer of the mortal remains to the graveyard will be followed immediately by the actual inhumation ceremony. 5. PRESIDENCY OF THE REPUBLIC Secretariat-General of the Government MEDIA RELEASE CONSECUTIVE TO THE CABINET MEETING HELD ON WEDNESDAY 27 MAY 2020 A Cabinet Meeting was held on Wednesday 27th of May 2020 under the chairmanship of His Excellency Pierre Nkurunziza, President of the Republic of Burundi. The following items have been analyzed: Multi-sectorial strategic plan for food and nutritional security, second generation (PSMSAN II), presented by the Services of the Second Vice- Presidency of the Republic. The Government of the Republic of Burundi is committed to making every effort to improve the food and nutritional security situation of the Burundian population. In accordance with its National Development Plan and the various sectorial strategies, high-impact interventions have been initiated and implemented. Thanks to the Government’s multiple efforts, agricultural production has generally increased throughout the country and the prices of basic foodstuffs have been stabilized or even decreased on the markets. The nutritional situation has greatly improved and malnutrition among children under the age of 5 has significantly decreased. Malnutrition is a multifactorial problem that requires a multispectral response. To better channel efforts, the Government of the Republic of Burundi has set up organizational structures to strengthen multispectral coordination and at all levels. In addition, it has proved essential to develop powerful coordination tools in order to bring all the stakeholders together around a common framework of actions for better synergy. Hence, the development of the Multispectral Food and Nutrition Security Strategic Plan. The general objective is to increase diversified agricultural production guaranteeing food and nutritional security for the well-being of the Burundian population. The Council of Ministers had analyzed this file but had noted that certain indicators needed to be corrected and had returned it to be reworked. After analyzing the reworked document, the Council found it to be in conformity with the guidelines which had been given and adopted it. Draft ministerial ordinance harmonizing the remuneration of managers and staff of projects funded by technical and financial partners, presented by the Minister of Finance, Budget and Economic Development Cooperation. As part of the sound and efficient management of projects funded by technical and financial partners, and after the finding of disparities in terms of remuneration and other operating costs in these projects, the Ministry in charge of finance, in its capacity as chief authorizing officer of all State expenditure, decided to set up a grid harmonizing the remuneration and other operating costs for the managers of said projects. PRESIDENCY OF THE REPUBLIC Secretariat-General of the Government MEDIA RELEASE CONSECUTIVE TO THE CABINET MEETING HELD ON WEDNESDAY 22 APRIL 2020   A Cabinet Meeting was held on Wednesday 22 April 2020 under the chairmanship of His Excellency Pierre Nkurunziza, President of the Republic of Burundi. The following items have been analyzed: Bill establishing the Labor Code, presented by the Minister of Public Service, Labor and Employment. The Government, in partnership with professional organizations of employers and workers, has undertaken the reform of labor legislation to ensure a balance between the interests of companies and the fundamental rights of workers. Although many of the basic principles found in the existing Code remain current, there is a need for clarification. Indeed since 1993, the year of the promulgation of the current Code, many things in the world of work have evolved hence motivating the revision of this text: Burundi has ratified many important international labor conventions which must be incorporated into the Labor Code The accession of Burundi into the East African Community creates the obligations and adaptations necessary for the free movement of people which must be taken into account in this Code · Since 1993, many changes have taken place in the world of work and have created working situations not covered by the Labor Code in force Some principles applicable to the world of work are found in other texts but need to be incorporated into the Labor Code for more readability and to make their exploitation easier Certain principles are set out in implementing texts of the Labor Code without being found in it. These are the few elements on which the revision of the current Labor Code is based. The Council had analyzed this project and had found that it required a much more indepth analysis and had set up a team to re-examine it in all its details and bring it back for adoption. After analyzing the report from the Commission which had been set up to re-study this project, the Council adopted it.   Bill on the ratification by the Republic of Burundi of the agreement establishing the African Continental Free Trade Zone (ZLECAF), presented by the Minister of Foreign Affairs.   The idea of creating a free trade area in Africa dates from the 1960s. PRESIDENCY OF THE REPUBLIC   Secretariat-General of the Government   MEDIA RELEASE CONSECUTIVE TO THE CABINET MEETING HELD ON WEDNESDAY 08 APRIL 2020   A Cabinet Meeting was held on Wednesday 08 April 2020 under the chairmanship of His Excellency Pierre Nkurunziza, President of the Republic of Burundi. The following items have been analyzed:   Bill pertaining to the ratification by the Republic of Burundi of the grant agreement n ° D5670 amounting to 100,000,000 US dollars between the Republic of Burundi and the World Bank / International Development Association, relating to financing of the “Solar energy (Soleil-Nyakiriza) in the rural communes of Burundi” project, signed in Bujumbura on March 05, 2020, presented by the Minister of Hydraulics, Energy and Mining.   The government of Burundi is committed to supporting economic and social development as indicated in the National Development Plan where the energy deficit is described as one of the main obstacles to economic growth. At the heart of this Plan, the focus is on rural areas where many Burundians live without reliable access to energy and for which the government intend to allocate more than 60% of all its resources for the next ten years. It is in this context that the “Nyakiriza” Project is introduced. Its objective is to widen access to energy services by households, small and medium-sized enterprises, schools and health centers in rural areas of Burundi, in particular those where access to the electrical energy supplied by Regideso is difficult. After discussion, the project was adopted with a team appointed to finalize some of its form aspects.   Bill pertaining to the ratification by the Republic of Burundi of the financing agreement n ° D5620 for the Integrated Community Development Project in Burundi (PRODECI-TURIKUMWE) signed in Bujumbura on March 05, 2020 in the amount of 43,400 .000 SDR between the Republic of Burundi and the International Development Association, presented by the Minister of the Interior, Patriotic Training and Local Development.   Burundi received a donation from the World Bank to finance the Integrated Community Development Project in Burundi in the amount of 43,400,000 SDR equivalent to sixty million US dollars. It is a local development project that provides access to basic services, rural livelihoods as well as food security and nutrition. Emphasis will be placed on agriculture, economic opportunities as well as the construction or rehabilitation of socio-economic infrastructure in the Project area.
